THE FIRST GENERAL MEETING WERE HELD AT VALLBH VIDHYANAGR ON 13/10/2013. SO MANY PARTICIPANTS FROM EACH AREA FROM GUJRAT HAS PARTICIPATED IN THIS.DUE TO SOME PROBLEMS SOME PROFESSIONLAS WERE NOT ABLE TO STAY IN THIS .BUT THEY HAVE SEND THEIR REGISTRATION ENTRY TO THE GROUP.

THE MEETING WERE STARTED BY THE WELCOME SPPECH BY SHRI.CHETAN PATEL.HE WELCOMES ALL AND TOLD THE AIMS OF THIS GROUP. HE FOCUS ON THE THE MAIN PROBLEM ABOUT GOVERNMENT VACANCY.HE TOLD THAT THIS GROUP WILL DO THE FIRST ACTIVITY FOR THIS.HE ALSO TOLD THAT WE WILL ALSO ARRNGES OTHER SCHOLAR ACTIVITY FOR US.
THEN SHRI.UMESHBHAI PATEL(M.LISC,P.hd),A ACTIVE PERSON IN OUR FILD HAS GIVE A LEADER SPPECH.HE TOLD THAT WE ARE ALWAYS DICUSS OUR PROBLEMS BUT WE NEVER TRY TO TO SOLVE IT.HE TOLD THAT WE HAVE ESTABLISH THIS GROUP FOR ACTION ORIENTED ACTIVITY.SO HE FORCE TO ALL PARTICIPANTES THAT EVERYONE SHOULD TRY TO GET MAXIMUMAM PARTICIPANTS.

THEN SHRI.NARENDRA SHARMA HAS GIVE A NICE SPPECH .HE TOLD THAT WEE DO NOT SATISFY WITH OUR PROFESSION.UGC HAS GIVE AGOOD ACDEMIC STATUS BUT WE DO NOT GET .HE ALSO TOLD ABOUT THE UNJUSTICEWITH US .HE TOLD TO EVERYONE ,WE WILL ABLE TO DO ALL WHEN WE ARE IN LARGE NUMBERS.SO INVOLVE ALL THE PROFESSIONALS FOR THIS

The details I have asked for are also connecting thousands of library staff working in AICTE approved technical institutions.

So it is my humble request to you to (if possible) publish the answer of this RTI Application on the AICTE website.

I am requesting the information for the following points:

1.      How many technical institutions in India are currently running with the approval of AICTE .

2.      Is there any guideline for staff recruitment in AICTE approved institutes?

3.      What are the norms for recruitment of College Librarian for the AICTE approved technical institute?

4.      What is the ratio of Library staff required for the Libraries in AICTE approved institute?             (for e.g. At first year at least one Librarian, one Asst. Librarian and one peon etc…)

5.      According to the AICTE, What actions are applicable against institutions for not recruiting minimum library staff?

6.      According to the inspections performed in the year 2012, what actions have been taken by AICTE against such institutions for “not recruiting library staff as per AICTE guideline”?

7.       How many technical institutions have followed the guideline and recruited Library staff in the presence of “Recruitment Committee” in the year 2012.

8.      According to AICTE, what salary scale is applicable to the College librarian, and college assistant librarian for the AICTE approved technical institute?

9.      As per AICTE records for 2012, how many technical institutions in India are paying sixth pay scale to the Library Staff?

10.  What is the definition of teaching & non teaching staff; and academic & support staff according to AICTE?

11.  As per AICTE regulations for its approved colleges; What designations come under teaching staff and what are under non-teaching staff; or Academic staff and Non-academic (admin) staff?

12.  As per AICTE, College librarians are considered under Teaching Staff or Non-teaching Staff?

13.  Is there any circular by AICTE mentioning : -

એક તરફ સમગ્ર ગુજરાત રાજ્યમાં શાળા અને કોલેજ કક્ષાએ વિદ્યાર્થીઓ વધુને વધુ વાંચતા થાય તે હેતુથી ગુજરાત સરકારે કરોડો રૂપિયાના ખર્ચેે ‘વાંચે ગુજરાત’ પ્રોજેક્ટ અમલમાં મુકયો છે ત્યારે બીજી બાજુ હાઈસ્કૂલો અને કોલેજોમાં ૧૦૦માંથી ૯૦ ટકા સંસ્થાઓમાં લાઈબ્રેરીયનોની જગ્યા વણપુરાયેલી છે.

તેમજ હવે તો હાયર સેકન્ડરી કક્ષાએથી લાઈબ્રેરીયનની પોસ્ટ જ દૂર કરી દેવાતા દરેક ગુજરાતી વિદ્યાર્થી વાંચતો, વિચારતો અને વિકસતો થાય તે ધ્યેય સિદ્ધ કરવું લગભગ અશક્ય બની ગયું છે.

રાજ્ય સરકારે ‘વાંચે ગુજરાત’ પ્રોજેક્ટ અમલમાં મુકયો તેમાં શાળાના વિદ્યાર્થીઓ માટે મનગમતું પુસ્તક, શ્રેષ્ઠ વાચક, તરતાં પુસ્તકો, વાંચન પ્રેરણા, પુસ્તક પ્રદર્શન , ગ્રંથયાત્રા, પ્રેરણા સભર, વિચાર મેળાઓ, વિચાર ગોિષ્ઠ, વિચાર-વાચન-શિબિર જેવા આયોજન કરી વિદ્યાર્થીને વાંચતો, વિચારતો અને વિકસતો કરાશે તેવી જાહેરાત કરવામાં આવી પરંતુ ખાટલે મોટી ખોટ એ રહી ગઈ છે કે મોટા ભાગની માધ્યમિક અને ઉચ્ચ.માધ્યમિક શાળાઓમાં ગ્રંથપાલની જગ્યા ભરવામાં આવી નથી. વળી, હાયર સેકન્ડરી વિભાગમાં તો આ જગ્યા જ નાબૂદ કરી દેવાતા શાળામાં પુસ્તકો હોય તો પણ એક ખૂણામાં ધૂળ ખાતાં પડ્યાં રહે તેવી પરિસ્થિતિનું નિર્માણ થયું છે.

કોલેજોમાં પણ સ્થિતિ આવી જ છે. કોલેજમાં ગ્રાન્ટ ઈન એઈડ કોલેજમાં છેલ્લાં ૨૦ જેટલા વર્ષથી લાઈબ્રેરીયનની ભરતી જ વિધિવત રીતે કરવામાં આવી નથી જેથી કોલેજના કબાટો તો પુસ્તકોથી ભર્યા હોય પણ તેની લેવડ-દેવડ કરવાવાળું કોઈ ન હોવાથી પુસ્તક રૂપ વિદ્યા બંધીયાર થઈ ગઈ છે.

શું  કામ સફળતા  ન  મળી...?

ગુજરાત રાજ્યની સ્થાપનાના ૫૦માં વર્ષની ઉજવણી નિમિત્તે વાંચે ગુજરાત અભિયાન શરૂ કરાયેલું જેમાં ૨૫ લાખ બાળકો ૧ કરોડ પુસ્તકો વાંચે, ૧૫ હજાર શાળાઓ અને એક હજાર કોલેજમાં આ અભિયાન વિસ્તરે તેવો લક્ષ્યાંક હતો. ૧૫ હજાર ગ્રંથ યાત્રાઓ અને એટલી જ પ્રેરણા સભાઓ યોજાયેલી. ૧૦ લાખ પુસ્તકો તરતા મુકાયેલા પણ ગ્રંથપાલની જગ્યાના અભાવે આ અભિયાનને સફળતા નથી મળી.
